Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is allocated on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.
Tactical Assessments
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until conditions improve in its advantage.
Current Realities
Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
